No review and authorized signature is needed if the preliminary
proposal is a white paper where no budgets or signatures are
submitted.
Review is needed if any budget is being sent forward to the
funding agency. Generally, authorized signatures will accompany
the preliminary proposal.
The proposal will be set up in KUCR's database as preliminary.
It will eventually become a full proposal submission, or if the
funding agency shows no interest, then it will be declined.
