CLOSED

Date Posted: May 9, 2008
Deadline for internal competition: June 6, 2008
Agency deadline for LOI (Not required, but very strongly encouraged): July 1, 2008
Agency deadline for Full Proposal: October 1, 2008
Sponsor: US Department of Energy
Limit on number of proposals: An entity may not submit more than 3 applications as the prime applicant.
Limit on PI: An individual may be listed as EFRC Director on only one application.

The Office of Basic Energy Sciences (BES) is seeking applications for the establishment of Energy Frontier Research Centers (EFRCs). EFRCs will bring together the skills and talents of multiple investigators to enable fundamental research of a scope and complexity that would not be possible with the standard individual investigator or small group research project. As such, the EFRCs will strengthen and complement the existing portfolio of the single Principal Investigator and small group research projects currently supported within BES core research areas. The BES program supports fundamental research in focused areas of the natural sciences in order to expand the scientific foundations for new and improved energy technologies and for understanding and mitigating the environmental impacts of energy use. The EFRC awards are expected to be in the $2-5M range annually for an initial five year project period.

If you plan to submit a pre-proposal, please alert Barbara Earl (864-7781, bearl@ku.edu) one week prior to the internal deadline. This information will assist RGS in organizing the review committee.

The pre-proposal should include (1) a three-page narrative (describing the proposed research, including key personnel and partnerships, addressing any special components requested in the agency's solicitation [p.12-Purpose and Objectives; p.19-EFRC Management Plan; p.20-Proposed Research; p.30-Application Review Information], and a generalized yearly budget) and (2) a short vita for the PI and all co-investigators, including funding history and current and pending support. Investigators may include suggestions of faculty members whom they believe are especially well qualified to evaluate pre-proposals for this initiative. Please submit this material electronically to Barbara Earl, manager of Proposal Services, by 5 p.m. on June 6, 2008 (bearl@ku.edu, 864-7781).

If the number of pre-proposals exceeds the mandated limit, an internal review committee will be formed to review all pre-proposals. The committee's intent is to select a proposer by June 16, 2008, thereby giving the proposer two weeks to prepare for the optional LOI, and an additional three months for the proposal submission.

If you have any questions about the solicitation or the process described above, please contact Barbara Earl.
