Administrative guidelines for collaborations between Lawrence campus and Medical Center campus investigators

The following information has been assembled to facilitate the submission of Lawrence-KUMC collaborative research proposals.

1. Submitting Collaborative Research Proposals--Proposal Preparation/Submission

Collaborative proposals involving only investigator salary and fringe benefits from the non-submitting campus will have a streamlined submission and award process. A special process is in place at the Medical Center campus for Lawrence campus faculty and researchers who wish to receive the investigator status required to participate in a research projects at the Medical Center (see below). A one-page Interagency Memorandum will be issued for awarded projects to provide adequate documentation of this relationship.
All other collaborative proposals where more than salary will be transferred to the collaborating partner will require a sub-award between campuses when awarded. A one-page Interagency Sub-award Agreement is now in place to shorten the time between the receipt of the award and when spending on the award can begin.

3. Principal Investigator (PI) Status

Faculty who have PI status on the Medical Center campus automatically have PI status on the Lawrence campus. Obtaining PI status on the Medical Center campus must be preceded by obtaining a Research Courtesy appointment. Information on this process can be found at on the Courtesy Research Faculty Appointments page of the KUMC web site. A temporary appointment is available to Lawrence campus faculty who have Research Courtesy appointments. Contacts for this type of appointment vary according to the department to which a Lawrence campus researcher seeks an appointment.

4. Collaborative Proposals and NIH Credit for Medical, Pharmacy, Nursing, and Allied Health Schools

To receive credit in NIH rankings for the Schools of Medicine, Pharmacy, Nursing and Allied Health, please indicate one of these schools as the major subdivision in Box 3F of the NIH grant application cover page. The NIH will now give credit to the indicated school regardless of which campus submits the joint proposal.

5. Human Subjects Committees (Institutional Review Boards)

Campus reciprocity and cooperation exists between the Human Subjects Committees, or HSC, (institutional review boards) on the two campuses. Submission to a particular HSC is generally based on where the research will take place. If project work happens on both campuses, the KUMC HSC should be used. The University now works on many extra-university research collaborations in Kansas City. For combined, more complex research proposals, the KUMC HSC will take the lead. Each HSC will provide blank application forms for the committee on the other campus. To designate its location, each committee will be identified with the name of its campus, e.g. HSC-KUMC.

6. Appointments of Graduate Students, Pre-Doctoral and Post-Doctoral Trainees Across Campuses

Staff Status for Tuition
Q: Is staff status for tuition payments available for students enrolled on one campus and employed on the other campus?
A: Yes. Complete and submit forms from the Registrar to verify employment in order to receive staff status for tuition.

Cross Campus Employment and Visas
Q: Are problems created when an international student is enrolled on one campus and employed on the other campus?
A: Visas are issued based on where the student is enrolled. As long as the student is enrolled in the program where the visa was issued, employment on the other campus has no effect on visa status.

NIH Pre-doctoral Trainees and Enrollment Status
Q: Do NIH or other pre-doctoral trainees have to be enrolled as degree-seeking students on the same campus where the training grant is administered?
A: Federal grants do not require this, but currently it is required by our institution. Currently under review is the use of the model set forth by the Intercampus Program in Communication Disorders where this is not required.

NIH Post-doc Trainees and Enrollment Status
Q: Do NIH or other post-doc trainees have to be enrolled in order to receive ID cards, library and computer account access and parking?
A: Enrollment is not a federal grant requirement for post-doc trainees. Lawrence campus has arranged with KU-Human Resources to provide affiliate status and access to these services once the department initiates an Affiliate Data Sheet.

7. Institutional Animal Care and Use Committee (IACUC)

Campus reciprocity and cooperation exists between the Institutional Animal Care and Use Committees (IACUCs) on the two campuses. Submission of an animal protocol for approval is generally based on where the animal research and housing will take place. In the event that animals will be used or housed at both campuses’ facilities, review and approval of the same protocol is required by both campuses’ IACUCs. Each IACUC will be responsible only for the work conducted on its campus. A Memorandum of Agreement is in place for collaborative animal research between campuses. Prior to initiation of animal research, a checklist must be completed and signed by both the Lawrence Animal Care Unit Director and the KUMC Director of the Division of Laboratory Animal Resources.
